World of Opinions for Polls implemented this index in cooperation and strategic partnership with the Gulf Opinions Center for Polls and Statistics in the State of Kuwait, on behalf of the Kuwait Transparency Society.
This index was implemented to evaluate and enhance the performance of public (governmental) entities in the State of Kuwait (53 public entities). Its primary objective is to assist decision-makers, policymakers, researchers, and planners in the country in understanding the reality of reform and transparency within government institutions and improving their services. Opinion polls, field visits, and data collection for this period were conducted to evaluate the performance of the 53 public entities and compare their results with previous years (2012 and 2013).
The methodology of the “Reform Perceptions Index in Public Entities” is based on measuring six main criteria: Transparency, Integrity, Accountability and Respect for the Law, Justice and Equal Opportunity, Strategic Planning, and Leadership. To achieve this, the index relies on six diverse data collection and measurement tools, which include: employee opinion surveys, customer opinion surveys, mystery shoppers, expert opinions, website evaluation, and interviews with senior leaders.
According to the methodology used for monitoring and aggregating data, the key outputs and findings of the index were as follows:
- Revealing the Reality of Governance and Reform Criteria: The index provided an accurate and objective numerical assessment of the implementation levels of transparency, integrity, accountability and respect for the law, justice and equal opportunity, strategic planning, and leadership within the 53 Kuwaiti government entities.
- Monitoring the Gap Between Leadership and the Field: By integrating various measurement tools (such as comparing employee and customer surveys with personal interviews of senior leaders and mystery shopper visits), the index helped identify the accuracy of leadership’s awareness regarding the actual state of transparency in branches and front offices that deal directly with the public.
- Identifying Strengths and Weaknesses in E-Services: Through the “website evaluation” tool, the index yielded clear results on the extent to which public entities have activated digital transformation, made information accessible, and simplified access to services and transactions for citizens and residents.
- Mapping a Roadmap for Annual Comparison: The results demonstrated the levels of progress or decline in institutional performance compared to the two previous years (2012 and 2013), providing a cumulative database that enables the government to monitor and track the impact of administrative and financial reform plans over the medium term.
